Request For Qualifications

The City of Bessemer is searching for a contractor to conduct code enforcement and blight services to assist in enforcing ordinances and reducing blight within city limits.

The contractor will be responsible for, but not limited to:
• Becoming familiar with city codes and ordinances.
• Canvasing all the city streets and roads for code and blight infractions.
• Citing properties for code infractions, including writing citations using provided forms, working with property owners to address issues, and following up on citations issued.
• Attending court when needed.
• Upholding federal, state, and local laws, regulations, and ordinances.
• Providing monthly reports to the City Manager on the number of citations issued and the number of issues resolved.
• Providing recommendations to the City Council for changes to local ordinances and regulations as the contractor deems important.
• Assisting the City Manager on code enforcement and blight-related issues as needed.

Preferences will be given to contractors who have previous experience in code enforcement and law enforcement.

Equipment Needed
The contractor will need to bring their equipment, including a cell phone and a vehicle. A valid driver’s license will be required in addition to the vehicle. The contractor will be reimbursed for mileage driven within city limits at the current IRS reimbursement rate.

Working Hours
This position will work an average of 15 hours per week between March 1st and October 31st of the calendar year with the majority of working hours being recorded between June 1st and September 31st of the calendar year. Working hours are adjustable to the contractor’s schedule.

Pay is negotiated depending on qualifications.
